Scammy landlord, dirty building

Pros:
Good water pressure. Heat working very well. Cheap rent. Okay location
Cons:
The owner tried to scam me for a $3000 "renovation fee to be paid in cash". The apartment hadn't been renovated in years. When I didn't agree on paying it after I moved in they changed my mailbox lock. Had to get a lawyer who sent them a letter, only then they changed the lock back.
The building is very dirty. Lots of rats and roaches throughout. Didn't have a sink in the bathroom.
Advice to owner:
Don't break the law. Stop being scammy. Show some respect to your tenants
