Sure, one can say that. They let themselves into your unit without your consent and spray/set up traps. They don’t send out proper notices or tell you they illegally entered your apartment. The contract states they cannot enter your apartment unless in case of emergency (fire/pipe burst), but they ignore it and do it anyway. Currently going back and forth with incompetent management. Be careful if you have pets.
