Heat and A/C often not working

Pros:
Great location and units have high ceilings and big windows. The apartments feature modern and clean finishes.
Cons:
Heating was very low sometimes. There was a few times it dropped below 15 celsius in the winter. The A/C was also not working and I asked the super and they replaced an used unit for me and it was still not cooling anything at all, just fan.
Advice to owner:
Make sure the heat and A/C units work

- Can't hear neighbors at all (good sound proofing)
- Common areas generally clean
- Super and management generally responsive
- Rent decreased!
Cons:
- Washing machines leak / laundry room sometimes unclean
