Roach Infestation, Heating issues

Pros:
this building is located conveniently about five blocks from Columbia University, 
Cons:
The building is infested with roaches and they do very little to maintain extermination standards. There are constant roach problems in this building and also major issues with heat and hot water. The radiator pipes gets so hot that it burns your skin and then a few days later they will be no hot water or heat for 24 hours. I wish I had never rented this place.
Advice to owner:
spill needs a new boiler, extermination for roaches and other major repairs. you also cannot control the heat without opening the windows. several people have been burned in this building from the radiator pipes.
