No heat, beeping alarm

Pros:
My neighbors are good, been living within this community for 27 yrs.
Cons:
The alarm beeps I can hear it in the apartment, Lack of heat, messed up sink, bad maintenance, Electrical shortage.
Advice to owner:
Property is unkempt and there needs to be heat in the apartment. WHEN IT IS ON IT BLOWS VERY LITTLE. Fix the issues. Maintenance takes forever to fix.
