Worst neighbors I've ever had

Pros:
The apartment itself was nice and spacious, a few problems but nothing unexpected. The Super is very good.
Cons:
The loudest, most horrible neighbors I've ever had the displeasure of dealing with. From 6am-10pm. If it isn't music blasting from somewhere constantly, it's someone's child stomping non-stop, literally shaking your apartment from above. Don't hang any pictures up, the shaking will cause them to fall!
Advice to owner:
Figure out how to enforce noise ordinances!
