Terrible building ran by owners nephew

Location to nyc
Cons:
The windows have absolutely no insulation; they barely give heat. When you complain, they will ignore you until you file 311 complaints. But no matter how much heat the windows will always have a draft. Every one in the building have space heaters . The super will ignore and blame you for any issues. And when you move you will not get a deposit back . He will charge you for everything
Advice to owner:
Fire your nephew he lies and does not tell you the issues of the building
