Landlord was told by judge the 3rd floor apartment is illegal

The landlord Carol was told in April of 2016 because she didn’t have a valid COO and that the third floor should not be rented out. Thats where I lived by myself. This came out when I challenged her about her not putting my deposit money in an escrow (she spent that money which she wasn’t supposed to). Because of that she started a holdover eviction on me. I still have the emails saved to prove this. She then made the apartment into a boarding situation renting out each room in that apartment on the 3rd separately (keep in mind when I lived there I rented out the entire 3rd floor as a single apartment) and took the 3rd floor mailbox off the front door outside to hide what she was doing. So now it appears to only have two places in the property which would be legal, but she actually is still charging rent for the 3rd floor apartment. I would check to see if she has updated her COO because if not this place is still illegal. Meaning every dime she has collected from the 3rd floor unit since April of 2016 she has done so while knowingly breaking the law and ignoring a judge’s orders. Judging by the violations in 2020 she is still willingly breaking the law.
Advice to owner:
Follow the judge’s instructions and follow the law. Also don’t go into the tenant’s apartment when they are not at home or steal their mail like you did to me. Also keep the tenant’s deposits in an escrow and don’t spend it without them knowing it.
