Unliveable due to ineffective central heating

Pros:
En suite bathroom and that separation between bedrooms. One bedroom was on the east wing of the apartment and the other on the west wing ensures minimal interaction with your roommates if you happen to have roommates you rather not see.
Cons:
The apartment supposedly had central heating but could have fooled me, because every time I put it on I felt next to nothing, not to mention that we would end up with an insane ConEd bill every month (like nearly $800 a month). Reached out to building management several dozen times with little to no response, and when they did respond, it was by giving empty promises.
Advice to owner:
Please fix the heating and electrical issues and have a more responsive building management team. There's no reason that an apartment with nearly no electrical appliances should have an $800 Coned bill.
