Neighbors baby got lead poisoning

Pros:
Privately owned, two unit building. Close to park and library, great neighborhood. Cheap rent for the size and area. Outdoor patio. Didn’t raise rent too much. Flexible in lease renewal.
Cons:
Moved out because we had a kid and the upstairs neighbor had issues with lead and landlord refused to have lead inspection as required by law. Building is very old, appliances are all outdated, bathroom has mold and rotting wood, peeling wood on back door. Landlord will not hire professionals to fix things when broken, he will try to do it himself.
Advice to owner:
Apartment needs to be gut renovated and modernized.
