Great apartment, Wonderful management, Horrible neighbors

Pros:
The owner is very kind, responsive, and personable. If there's an issue, he has somebody there to take a look very quickly. Access to the basement for storage is a huge plus, in addition to laundry and a quaint back yard.
Cons:
Constant, ongoing issues with noisy neighbors. What started as a mild nuisance of a group of men hanging out and drinking, being a little noisy on weeknights has turned into one of them parking his car outside my window (street-facing) and drunkenly blasting music with his doors open until 3, 4, even 5am. I've had to call 311 for noise complaints many times and police don't seem to care about a clearly intoxicated driver. While that man hasn't been an issue in several months, there is another man who will drive his car around the block in circles for hours blasting music so loud that the walls vibrate.
Advice to owner:
It's unfortunate that the noise issues aren't the owner's fault, but the rent should be less given the immediate area is pretty rough.

Could be a great place

Pros:
- rent stabilized, so it’s a good price and it’s a relatively big space for Nyc.

- it is pet friendly!
Cons:
- It’s a pre-war, so it’s not central AC (but it’s actually cheaper this way, so maybe not a con?)

- Landlords we’re responsive at first, but now they will not respond to emails. Sometimes it takes a little while to fix some things.

- it’s a pretty nice building, generally. However, the hallways/stairs are no longer swept/mopped/cleaned regularly. The trash outside is also often left for over a week, allowing it to pile up.

- only some apts have a dishwasher

- there is a w/d in the basement. You pay monthly for it, but it’s not commercial and the dryer doesn’t work well. I would recommend asking to not pay for it and just use the laundry mat around the corner (they’re really nice there!)
Advice to owner:
Please get trash regularly. It attracts pests and now that it’s summer the smell is getting worse
