Nice surroundings designed to fool you - look elsewhere!

Pros:
There is a hard working crew of building janitorial and grounds maintenance and staff who work diligently at making the building clean and presentable. (Note, however, this is the building management's flagship building. The local administrative offices are all here. It is to their advantage to keep the building looking presentable.) The maintenance staff are responsive though not always effective. They are constrained by the building management's success at keeping all apartment maintenance expenses to a bare minimum.
Cons:
The management is extremely stingy about repairs within the apartment, always looking for the absolute cheapest way to pass through a repair, even if unsatisfactory. Be prepared to have to fight for adequate maintenance within your apartment (or to pay for it yourself).

The hot water is constantly out, often without warning, even for scheduled repairs. And heat is provided at the absolute bare minimum allowed by law - and they even dance around that. Be prepared to provide some of your own heat during the winter - either that or bundle up!
Advice to owner:
I don't have advice for the property owner. They know exactly what they are doing and it is all intentional.
