I have been living in NYC for over a decade. This is one of the worst apartments I have ever lived in, and it's not just because it's a walk up.
Basement is a "massage parlor."
First floor is a storefront that has changed tenants three times in 2 years. I don't blame them. On school days from 8am to 3pm, high schoolers like to stand in the entrance and smoke weed, preventing everyone in the building from entering and leaving.
Second floor is where the deadbeat tenant (that hasn't paid rent in years) lives. Somehow he's changed the locks to the boiler room and can control everyone's heat and hot water access. If you want heat and hot water, you have to pay him to unlock the boiler room and turn it back on.
Third floor is where an illegal K2 spice factory exists. Sometimes they leave their door open and they don't bother hiding their activities. You can smell a mixture of cheap perfume, fake marijuana, and tobacco smoke, coming from the third floor 24/7. Called police, no response. Gotta love them police.
Fourth floor (top floor) would be livable if people stop coming up to the roof every single day to maintain the 6 satellite dishes that they use to collect information on the local police station.
Rent is cheap. But you get what you pay for. Better than living on the street, but not a humane living condition.
