Terrible landlord, great super

Super is always very helpful and lives in building
Cons
Did not have heat for 2 weeks, landlord is shady and tried to withhold security deposit with no cause. Took my last months rent at signing even though he had no legal right according to housing and tenants act of 2019. He will claim he has an attorney looking into things to scare you. Rats abundant
Advice to the owners
It is illegal to withhold the security deposit and illegal to take last months rent on top of security deposit.
