Good starter apartment to rent

Super/ landlord wasn’t timely in letting us know when water would be cut off and we went without water for 3 days- we didn’t get any reduction or rent etc and all had to find other places to stay for the time being.
Advice to the owners
If you mess up in getting the water fixed you shouldn’t allow it to punish your tenants.
