Good building, terrible neighbor in the basement

New, clean, no major issues
Cons
Neighbor in the basement was extremely loud and rude, playing music at all hours of the night. It got better after a while, but would resurge every once in a while

Inexpensive building in Bed-Stuy.
Pros
Close to downtown brooklyn. Citi bikes nearby. Within walking distance to the J.
Cons
Management answers quickly, but won’t fix the problem the first time.
