Constant noise from the metro north, loud and rude neighbors who smoke in the stairwell, filthy common areas, unresponsive management

no heat , the gas has not been working for a year now , my neighbors and myself have been ordering takeout for the past year and they refuse to fix the gas
Advice to the owners
stop being cheap and pay con Edison so you can provide us with heat and gas
