Extremely loud and is in dire need of maintenance

The building is extremely loud. Management allows groups of children to run around screaming and playing in the lobby at all hours. There is literally a park one block away. The super is on site but is never seen and doesn't respond. Ever. The laundry machines are at least 20 years old and take coins but there is no change machine downstairs. The only way to throw away trash is to take the elevator to the basement, which often breaks down. Nothing makes sense in this building.

Fix your damn building!

The laundry machines downstairs are at least 20 years old, breaks down often, only take coins, but there's no coin machine (?!). Where is the logic??? Super on premises but is always unavailable. States his hours are only 9-5 M-F... you know, when most people work. Noise level depends on your luck with neighbors, most of which have at least 10 small kids to a household and who use the lobby as a playground.
Advice to the owners
Coin machine would be a great start!
