high turnover, not really caring for their tenants

loud neighbors high turnover, people always moving in and out, nobody stays - suffolk students? maintenance is awful, never get anything fixed well or in a timely manner, will randomly show up no warning and enter with their key radiators work sometimes? never worked in our living room water is either scalding or cold
