Is the noise still an issue? Are neighbors loud or are walls not well insulated?

I never had an issue my neighbors down the hall had some parties but nothing that I ever heard unless walking down the hallway

Yes! I heard my neighbors CONSTANTLY and I'm sure they heard me as well. Even conversations that weren't that loud, I could hear.
